What Is an Environmental Emergency (E2) Plan?

An E2 Plan is a legally mandated emergency management plan required under the Environmental Emergency Regulations, which fall under the Canadian Environmental Protection Act (CEPA). These plans are designed to help facilities prevent, prepare for, respond to, and recover from environmental emergencies involving hazardous substances.

The primary goal? To protect the environment and public safety from accidental releases of harmful substances.

Who Needs an E2 Plan?

If your facility stores or uses any of the 250+ regulated substances listed under the E2 Regulations above specified thresholds, you are required to:

  • Prepare and maintain an E2 Plan

  • Implement that plan (including staff training and response capability)

  • Notify Environment and Climate Change Canada (ECCC)

  • Report updates or significant changes

Industries commonly affected include:

  • Chemical and petrochemical processing

  • Warehousing and distribution centers

  • Water and wastewater treatment facilities

  • Agricultural chemical storage

  • Manufacturing plants

Key Components of an E2 Plan

An effective E2 Plan must include:

  • A comprehensive hazard identification and risk assessment

  • Preventive measures to reduce the likelihood of an incident

  • A clear emergency response plan outlining roles, responsibilities, and procedures

  • A communication strategy for internal teams, emergency responders, and the public

  • Training and exercises to ensure readiness

  • Ongoing review and improvement processes

Why E2 Planning Matters for Your Organization

Beyond legal compliance, an E2 Plan:

  • Reduces liability and insurance risk

  • Protects the environment and your community

  • Demonstrates due diligence and corporate responsibility

  • Enhances your reputation with regulators and stakeholders

  • Prepares your team for fast, coordinated response in the event of an incident
